Would you choose to implement a workgroup or a domain?

Can somebody help me out with this please? I know that it should be a workgroup. But if I am wrong please correct me about what it should be. I am still new to this part of Networks. You have just been contracted to provide computer support for Maxsell Realty, a small local real estate company. When you arrive on-site, you have a conversation with Alice Maxsell, owner and office manager. Alice informs you that in addition to her machine running Microsoft XP, that there are an additional 20 agents onsite, all with machines running Microsoft XP. There is a laser printer and a fax machine in the office as well.
